I recently was told by a contractor that the CCE was required to be 2" off the bottom of the footing for maximum effectiveness. The code states near the bottom and that it must be encased by at least 2" of concrete. Has anyone heard of a specific height the electrode is required or seen any studies on placement location?

By what you posted, it would need to be below the centerline and above 2" from the bottom...unless you had concrete under what you were already pouring.

Ideal location probably depends on soil conditions.

What you have stated is correct, and that results in it being 2" off of the bottom. I have the original study by Herb Ufer and provided it to Mike Holt, it may be posted on his web site.
