I am in the process of designing an electrical upgrade at a pump station with 2 levels. The station is real tight to install new electrical equipment & panels. Can I mount a 208, 3P, 4w distribution panel above a grated opening to the lower level? To get to the lower level the grating needs to be removed. In the past I have not put any panels above openings with grating. Is there anything in the code that says the panel can not be above the grated opening? Thanks

OK by me. I would equate this with putting a panel behind the swing of a door. With the door closed, you have working clearance. If someone opens the door, it not only interferes with working clearance, but also might interfere with the work being done at that moment. But it is still allowed by code. In your case, with the grating in place, a worker could safely stand in front of the panel and conduct whatever work is needed. If you need to move the grating, in order to let a person go up or down, you must temporarily stop work within the panel. Again, allowed by code, IMHO.
