Conduit water draining

Hi everybody.
I have a customer with about 200' UG RGC service.
This conduit is full of water, and draining right in to the thogh.
They made a 1/4" hole in conduit, inside the building, and it helps some.
An engineer (PE) recommends enlarging hole to 1/2? and installing a drainage pipe. Is this legal? If not, what do I do?
It is not a classified location, and existing service.

Listed drain fittings are available.

Any modifications, drilling or attaching unlisted products to the raceway in a manner that interferes with its functional integrity would void its listing. Your AHJ may allow you to do that though.....
 
This may seem obvious, but if there is that much water, I think your conduit really needs an upward bend after the drain fitting. Otherwise, some water will just run along the wires past the drain.

Make your drain at a low point, and I don't think you can go wrong.

This is a design consideration and is better practise,this drilling hole thing??? seems someone made a little oversight in design and layout.
 
First thing is find source of water. If it is entering the outside end of the raceway you need to make/fix a driploop and put on proper entrance cap.

If condensation is the source sealing the raceway will at least reduce the amount of condensation.

Poor landscaping and/or surface drainage could be contributing to the problem.

Also make sure source is in the raceway and not around the raceway through wall penetration.
