Lighting Panel Mounting Height

I have to install a lighting control panel, it is going to switch lighting circuits through a low voltage relays, tied into a modem to the Utility company for energy curtailment. I have been looking 409 and I don't see a mounting height. Because of space restrictions,, It would be great to mount it at about 8' to the bottom. Is this subject to a height requirement like a regular service? I couldn't find where it was.

Well, someone may take 404.1 to include any 'switching devices', and point to 404.8(A) if there is any manual override switch on the panel.

Otherwise it seems ok if no user handles to grip.

Don't forget that 110.26 still applies.
