Voltage reading varies from neutral to ground

I have a receptacle that reads 120V to neutral but if you take a reading from line to ground it reads 192V and on the other side of the building it reads 120V to neutral and only 20V to ground. Any ideas?

What is MBJ?
It is that which interconnects the service and system neutral to the grounding system, and usually occurs within the main disconnect enclosure.

It soulds like the panel neutral is not connected to the grounding system, which is why your line-to-neutral voltages are correct, but the line-to-ground voltages are not.

Added: You should check these voltages at the panel, and if they're wrong there, check upstream.
