Uncle Sam has a ton of free engineering documents available on-line.
The first link is to a collection of Unified Facilities Criteria (UFC) documents that provide planning, design, construction, sustainment, restoration, and modernization criteria. These apply to Military Departments, Defense Agencies, and the Department of Defense. Scroll down the list to the Series 3-500 documents which cover electrical design. The Whole Building Design Guide site is loaded with guide specifications, O&M manuals, etc.

This link is to the Department of Energy's collection of Energy Fundamentals Handbooks. The four volume Electrical Science Handbook is near the top of the list. These Handbooks were written as training manuals for nuclear power plant operators so you'll see other handy books on this site, like how to properly handle U-232...

Finally, the US Department of Agriculture(?!) is a gold mine of overhead power distribution information. During the 1930's the DoA led the rural electrification effort in the US and they continue to update these manuals. Look for these titles for example:
