arc flash labels

On some arc flash labels under shock protection section at the bottom there are two items that I don't understand and how they calculated. They are the PPE Class and the PPE V Rating. Examples I have seen don't relate to the Flash Protection Section.

Example Flash Protection level of PPE is 4
PPE Class is 43
PPE V Rating 3

Any help would be appreciated.

Yikes! Let me guess, arc flash study went to lowest bidder?

They may be refering to the class of gloves. Class 3 max use would be 26.5kV
