can a breaker panel in a house be mounted upside down is there something in the code that said it can not be done like that

I believe the key will be the position of the breaker.
If any breaker is vertical, "ON" must be up. See 240.81

I agree also, as long as the top OCPD slot (handle center) is not over 79" above FF. [404.8] Switch [240.24] Breaker

Check your panel cover to be sure if the equipment was designed to be reversible
