Addition with new panel, exterior

Designing a addition to a house. The guy is changing the service of over-head to under ground because the new roof peak will be in the way.

Im making the new service underground to a meter, and a new panel (nema 3R) with 8 poles . Im going to feed the new addition from this panel, and then feed the existing panel.

My question basically is, can all the breakers for the new addition be located on the exterior in the 8 pole panel? (ie if a breaker tripped in this new addition, you would be walking outside to flip it back on)

That is an acceptable configuration. It is not necessarily convenient, but it is not a code violation. The only requirement is that the overcurrent devices must be readily accessible to the owner/tenant/occupant. Reference 240.24(B). The definition of "readily accessible" does not prohibit you from making the owner walk outside to get to the breaker, so long as the owner doesn't need to use a ladder to reach the breaker.
 
judging from your zip code, snow drifts should not present a problem :grin:
 
Curious. How does the poco feel about the underground install. who pays for the splice box at the street on this one. assuming the its an overhead area he will be the only one?
