Failed CO Because of A Bad Tester

I've had inspectors tell me its unsafe to inspect a panel thats live even if I take the cover off for them....heheh. If a licensed electrician can't take the cover off a single phase 200A panel when its hot who can?

Per OSHA noone.

Technically, doesn't the power have to be shut off to the panel? If the answer is yes, then how about a device plate? Can we install or remove device plates with the power on?

I always wear PPE while installing outlet covers!

If the cover (plate) is off, is the painter working 'live'?

Probably. I've gotten shocked through wet drywall compound.
