Can someone point me to the section in the NEC that defines the minimum clearance between 5kV energized conductors and an unenergized surface in a cabinet or enclosure?

I might be misinterpreting your question. But my take on it is that cabinets and enclosures are manufactured items. The NEC does not apply to such things.

I am reading your question correctly, it would not be in the NEC. If you are looking for working clearances, you would need to find your Line to Neutral Voltage, which is 5000V / sqrt(3) = 2886V, then look at table 110.34(A), and determine which condition best fits.

O.k. but is there a section in the NEC that gives guidlines for these clearances in areas other than manufactured cabinets or enclosures? Maybe a general clearance rule?
