earth rods level under ground

please i need informations about the level that the earth road shoude be buried .
ex:[ for building consist of 4 basements the contractor wanted to make earth rods around building below ground level by 1 mm ] instead of earth grid under raft foundation as we do usually.
is this method true ?
what is the standard methods ?
what is the standard depth of earth rods and level under ground ?.

His method is not legal if I'm understanding you correctly. If there is more than 20 ft of rebar in you slab pour, then he has to use that. To simply bury rods level will have meant that he has already tried to drive them straight or on a 45 and could not do it. At that point, and that point only ,could he bury them 30" deep, laying . You should make him use the CEE

NEC requirement is 8ft in contact with the soil normally to an 8 ft depth unless rock requires it to be driven at an angle not gretaer than 45 deg.
