310.15(b)(6)

I am having trouble understanding why service conductors of a multifamily dwelling unit cannot be sized according to 310.15(B)(6). My text book says that individual dwelling units can have service conductors sized according to 30.15(B)(6) but multifamily dwelling units must use 310.16. I have read 310.15(B)(6) over and over and it seems to clearly state that multifamily dwellings are covered under 310.15(B)(6). What am I not seeing?

the opening sentance in the 08 states "For individual dwelling units of one-family, two-family, and multifamily dwellings, "

so that table is applicable to the individual units if the feeder supplies the entire load to the unit. But not the service to the structure.
 
For a multi-family dwelling, the feeder to each dwelling unit can be sized per table 310.15(B)(6), but only if that feeder carries 100% of the load for that dwelling unit. The overall service to the building cannot use this table.
