Dos anyone know if it is problem or not for the following senario.

-I filled out the permit but did not pay for it as the inspectors were on vacation.

-I then upgraded the service

So I supose I did the work with out a permit because I dident pay for it, I dont have it. But I will because I started the process with the town. Is this usually a promlem?
 
It has been my experience that in NJ you the town inspector may fine you for that. Did you submit the permit app to the town?
Do they know you?
Do they know you have done the work before the permit has been issued?

If they don't know that the works been done, just get the permit and then call for an inspection.

Was the service upgrade an emergency? usually if we have an emergency, we will notify the inspection office, and let them know what the situation is and we usually have a few days to file for the permit, but not every job can be an emergency, different areas may have different rules, best to check with your local inspection department, worse then getting fined, would be if something happened to the home and no permit was found, the homeowners insurance may not cover the loss, and in the case of a 300K home, you could be in a bit of a jam, permits protect both you and the customer, when it comes to liability isssues. You filed it so I can't see a problem, as soon as the inspectors get back, they will price it out and you can pay for it.
 
va is getting tougher on this. I got a warning last week. I applied for a permit. 3 days later, I started on the job without a permit. When the inspector saw what I did, he knew I started early. He politely told me DPOR was cracking down on this.
 
This is a problem because you can't just walk in a get the permit on the same day that you need it. Technically, unless it's an emergency as Satcom mentioned, the NJ building police could fine you. If know one knows I would just get the permit and wait a few days to call for an inspection.
 
Our inspectors are usually OK with starting a job while the permit app is in progress. Emergency repairs or service changes, we can do the job and call in next day that permit app is coming. Someone unknown here would do better to call in first if possible.
 
This really is completely dependent on where you are and what the local laws/ regulations are. Here in CO we have it way easy. Generally from the time I walk into the building department to the time I'm walking out w/ paid permit in hand is about a half hour. More than once I've pulled a permit and the person at the counter has asked if I need to call an inspection for the next day.

Building permits and such obviously take longer because of the review process, but what's to review w/ a service upgrade? I take old service off, I put new service up. Any violations come through on inspection- what could there to be to contemplate in the office?
 
It matters where you are. In NJ with notification (a phone call) to the building department minor work as defined by state codes can be started with a permit application within 5 buisseness days. Emergency work may begin imediateely with notification given as "soon thereafter as is practicable, but not later than 72 hours thereafter". Work started without a permit requires a minimum of a $500 fine up to $2000 per violation.
 
If you're smart you won't go in get the permit and then ask if the guy can come out later in the morning to look at it. Go get the permit and then call in a couple of days for inspection. Who's gonna tell him.
