Does anybody know of a reason that a 277-volt recessed luminaire listed for a wet location can't be installed in the shower of a patient room in a hospital?

where I am hospitals are inspected by the office of statewide health planning and development "OSHPD". They have a completely separate code book in addition to the NEC. And good luck if you want to disagree with their interpretation of the code.

I appreciate the responses, but I need a code reference prohibiting the installation or requiring GFCI. I can't find either.
