You can run them in the same hole if you like. Might not be the best design but it is code compliant.

Probably 300.3(C) is what the inspector was thinking but that is not for bored holes. We try to separate our power from communication and data lines to avoid intereference not per the NEC.

300.3(C) Conductors of Different Systems.
(1) 600 Volts, Nominal, or Less. Conductors of ac and dc circuits, rated 600 volts, nominal, or less, shall be permitted to occupy the same equipment wiring enclosure, cable, or raceway. All conductors shall have an insulation rating equal to at least the maximum circuit voltage applied to any conductor within the enclosure, cable, or raceway.

OK here it is. So how does this apply?

Class 2 and Class 3 circuits on the load side of the power source shall be permitted to be installed using wiring methods and materials in accordance with either 725.130(A) or (B).
(A) Class 1 Wiring Methods and Materials. Installation shall be in accordance with 725.46.
Exception No. 1: The derating factors given in 310.15(B)(2)(a) shall not apply.
Exception No. 2: Class 2 and Class 3 circuits shall be permitted to be reclassified and installed as Class 1 circuits if the Class 2 and Class 3 markings required in 725.124 are eliminated and the entire circuit is installed using the wiring methods and materials in accordance with Part II, Class 1 circuits.
FPN: Class 2 and Class 3 circuits reclassified and installed as Class 1 circuits are no longer Class 2 or Class 3 circuits, regardless of the continued connection to a Class 2 or Class 3 power source.

Same bored hole? Fine.

If there are no conductive elements in the fiber assembly you're good to go if mixing them in a raceway or cable tray.

If a composite fiber with light or power conductors in it too, then only allowed where the fuctions of both are associated 770.133(A).

There are a few spacing requirements for communications wiring (Chapter 8) from electric power and light and other higher energy wiring, but most if not all are moot regarding everything but open conductors.
