Tamper-resistant receptacles in detached garages

My local inspector is saying that tamper- resistant receptacles are a must in detached garages. The code planily states in the dwelling unit. The detached garage is outside the dwelling unit. I would like to hear what others are saying.

406.11 states that "all areas specified in 210.52" shall have TR receptacles. 210.52(G)(1) requires a receptacle in a detached garage, so the inspector is right.
