Combined branch circuits from two services

Ran into a condition today at a building with two separate services where the contractor installed branch circuits from both services in a common raceway. It's understandably a safety hazard, but is this a code violation?

No code violation as long as the grounded conductors are properly identified.

I also see no specific safety hazard to qualified persons.

I agree with 200.6(D) but wasn't there a change to require that ungrounded conductors of different systems and voltages had to be identified by using different markings and a plaque installed to tell what colors were used with which voltage? something like that, I can't remember where it is? but I do remember the discussion on here we had about it.

Yes, that is in 210.5(C)
