It shouldn't. There are electronic inside those things but I have never heard them buzz. Did you try a different breaker.

when there is an arc the spark makes noise jumping the gap.................. Oh, you mean arc fault circuit breaker? :roll:
It should not make any noise. I'd try another one

They probably 'buzz' just like any breaker will... a large load just started up.
