My question is, "should this start up MW ,for a short time, be taken in consideration for sizing the transformer or not".

Depends on how often the transformer is subjected this start up current. Once a day, once an hour, once every other minute, every thirty seconds...? Short, repetitious start ups will have greater impact on the expected life of the transformer if its not up sized.
