Is a hub still required when entering the top of an outdoor panel if a liquid tight connecter is being used?

If your talking about pvc flex connectors with the rubber o-ring under them, then I would say no.

Actually, the one I'm talking about is a 3" Metallic Liquid Tight Male Adapter (with the little rubber washer) entering into the top of an outdoor disconnect.

If they are listed for use in wet locations, then it is probably acceptable without a hub- 312.2. I would go to great lengths to avoid it, though.

not just the top but any penetration above the line side of the can should be sealed better then that plastic ring that comes on those connectors.

I don't mind useing the locknut with rubber on the top sdes.
But not on top.
