sizing a transformer

I never had to deal with sizing a transformer. so my question is if i have a 9Kva 3 phase transformer 208V sec good for about 25A. does that mean that overall the transformer can handel up to 25 A or does that mean 25A per leg

It means 25 amps on phase A, and 25 amps on phase B, and 25 amps on phase C. But that is not to say 25 amps "per phase." That phrase has no meaning. Neither does the phrase "total amps." The amps that leave the transformer on phase A will return to the transformer on phases B and C. It is the same current.
