Bonding Conductor Size

We have installed 6X6 Precast manholes. The conduits entering and leaving the manholes have insulated grounded conductors pulling in with each circuit. The engineer did not specify a counterpoise in the ductbanks. At each manhole the engineer specified and a 3/4" X 10' ground rod (electrode) be installed and we install a bare Cu (#6) to the metal racking arms and access ladder.

My question is what code section if any determines the size of the bonding conductor? Does Table 250-66 apply here?
 
I agree no rod required but since it is speced then you must. I would probably use 250.66 if I had no other info, but I would probably call the engineer.
 
The rod is not required by the code so you can use any size wire you want to.
I see no electrical reason to install this rod. What purpose does it serve?
 
The rod not being required per the NEC just means it is over and above the minimum.

The fact that it may serve no purpose, either now or possibly in the future, is another issue.

Since this is a service, it may be a utility requirement? Is this supposed to be the service ground off the Y side of the transformer?

Are the circuit ground conductors tied to this ground rod? The description sounds like no they are not. If not, wouldn't you want them connected.
