What is the difference between Spas and Hot Tubs (Part IV) and Pools and Tubs for Therapeutic Use (Part VI)? The difinition is not very clear to me.

Does Therapeutic Pool have to have an Emergency Shut-off switch that is required in Spas and Hot Tubs? The way I read this, Part VI does not refer to Part IV so, you don't have to have an emergency shut-off switch for therapeutic pools..(it doens't make sense why you don't required one with therapeutic pools...It works exactly same as the spas or Hot tubs.)

Can a pool or tub can apply to both Part IV and VI?

If you look in 680.2 you will find the definitions that differentiate the two. Hope this helps...

Spa or Hot Tub. A hydromassage pool, or tub for recreational
or therapeutic use, not located in health care facilities


680.41 Emergency Switch for Spas and Hot Tubs. A
clearly labeled emergency shutoff or control switch for the
purpose of stopping the motor(s) that provide power to the recirculation system and jet system shall be installed at a point readily accessible to the users and not less than 1.5 m
(5 ft) away, adjacent to, and within sight of the spa or hot
tub. This requirement shall not apply to single-family
dwellings.
