I agree with Rob about your first sentence.
After your modification, are you saying the neutral is not bonded to the GEC?

The gec from the water pipe should land on the neutral bar at the main panel. The neutral bar should be bonded or the same as the ground bar in this panel (main panel).

most panels have provisions for you to do so.

Just to clarify for us slow readers, is the panel in question the "service panel" (first means of disconnect) ?

Yes but that is not you were talking about in your first post.

Can you answer Augies question as to whether this is the service panel?

And for further clarification in addition to Augie's question, are you saying that you think it is a problem for the grounding electrode conductor to land on the neutral bar at the service panel?
