Nm cable secured to underside of Joists

So I am just curious. I understand not securing smaller sized cable in case of damage, but should it also be a concern of securing a #6 cable carrying 50 ams to the underside of a joist and it getting damaged and causing potential injury.

I've always wondered what the intent of that rule was.

I also always wondered why you can't have a piece of romex, protected by an OCPD, in the back of a cabinet because it might sustain physical damage. But a completely exposed and unfused SE cable can run circles around a house right at the height where it could be damaged.
