Boxes mounted to cable tray

In an accessible suspended ceiling of a corridor in a college dorm we are installing cable tray. We are running the feeder cables for the sleeping units on each floor. Can I mount a junction box on the tray (botton or side) to splice the circuits for the room to the multi conductor feeder cable. The NEC has a section but says only in industrial facilities in 392.6 (J)

Why can't you put the splice inside the cable tray?

It is a multiconductor mc cable feeding the units and 5 ac cables going into the units for lights outlets and a heat pump need to mount j box to make a splice
