Non-metallic panelboard: CB panels in resin, fiberglass and/or plastic. Ones I've seen were small (8-24 circuits max). Popular in the tropics. They don't corrode.
When "switchboards" where individually constructed to order (c. 1880's-1910's), it was popular to build fuse/cut-out enclosures out of 'ebonite' panels (a very heavy, ebony-colored asbestos/bakelite), which could be cut and drilled like wood. It was solid, non-absorbent, non-corroding, fireproof and non-conductive.
