Is tape "listed" for this + an overheating question

1st photo - cables taped to steam pipe -

2nd photo - what would cause the "frying" of the grounded conductor connections to the terminal bar? Bad connection or somthing else? This is a FPE panel.

Nah - just a basement of an apartment building.

look to me a MWBC neutral is overloaded
The two left side breaker look like they are the same phase and the 2 on the right the other phase. 12/3 +MWBC + two breaker same phase= neutal overheating!!!

i think it's probably red and black wires on same phase.this could happed with fpe wafer breakers if someone didn't know better

FPE? The breakers failed to trip on an overload, and the neutrals happened to be torqued worse than the ungrounded conductors, would be my guess.

Edit: I suppose the hots could look about the same, no photo of that.

The screw on the left is rusty so it looks like water damage and loose scerws.
