Range wiring

Taking ohm readings at a sub panel and found a range circuit with .2 ohms neutral to egc. In the range there is a strap between the neutral and egc.
Should this strap have been removed on installation of a 4 wire tail?

The idea behind a 4 wire install was so that the neutral and egc could be separated. Most ranges come with the strap jumping the two however, it needs to be taken off.

with strap off for 4 wire the ohm should go to infinity , open circuit, ground to neut

Yes should been removed but likely was pigtailed by appliance man or owner. Now the real question is can you red tag the job as this is a plug in appliance ?

no, because it is the appliance causing the violation, not the outlet. If, by chance, it is red tagged, just unplug the appliance.
