I am sizing a generator based on possible backing up the entire house. Generac now sells their 20kw system with a transfer switch that contain load shedding capability. Does this satisfy section 702.5 (B)(2) to back up the entire panel without having the buy a huge generator?

You will still need to do a load calu. to make sure it can handle the loads that are not shed.
