Can a person be shocked by 480/120vac control power transformer that has no x2/nuetral bonding to bucket case.

Line to line sure.

Line to ground doubtful but perhaps possible with enough capacitance coupling.

You should not be working live anyway to comply with 70E.

So you know there is a bare wire and you haven't fixed it?

Assuming the tank is metal and the liquid in the tank even vaguely conductive, then you've got something approaching a ground right there.

So if anyone touches the other side of the transformer then they will get shocked.
