Please give extracts from NEC the guidelines for sizing cables and gensets for
a)different types of loads like intermittant(elevators),periodical,short-time etc
and for
b)different types of starting methods like across the line,wye-delta,auto transformer,vsd,vfd,shunt capacitor etc

A majority of the issues you are asking about are not regulatory, rather they are design issues. The NEC does not do very well at specifying design issues.

A good initial reference source is IEEE 446, Emergency and Standby Power Systems for Industrial and Commercial Applications (Orange Book).

Thats far beyond the scope of a typical question we see. The NEC is prescriptive, IE follow the rules in Art 310 on condutor sizing. Your are asking performance type questions, thats not practible to answer here.

Can someone give the document number for the "maximum allowable voltage and frequency drop at generator and motor terminals" during starting a heavy or motor load
