Can you use table 310.15(B)(6) to size feeder/service conductors for multifamily dwelling under 400 amps ?

It applies to individual dwelling units, even individual units within a multi-family building. It does not apply to the main service to a building, unless that building is a single-family dwelling.

I agree with Charlie. In this case, yes to the feeder that carries the entire load of the dwelling but no to the service conductors.
