Just to add to my post above. Article 250.120(B) is about EGC so I am not sure when that would terminate without a JB. There is more to this then so are seeing, I think. :)

I suppose so. Until its actually terminated or spliced, it serves no purpose.

So since it is not terminated I could leave only 1" of conductor in the box and be code compliant?

In reading the exception how would you explain a conductor terminating at an outlet. Use 100 definition for outlet.

Less than 6" (or the 3" variation) is only a violation if you terminate or splice it. :D
