It is not prohibited by the NEC.

I agree with Bob, but want to add that the NEC does prohibit water pipes from violating the required dedicated equipment space for any panelboards that may be in the IT room.

In some installations (not just IT rooms) I've had inspectors require drip trays to be installed under nearby plumbing pipes.
