This wire is live and has been this way for years judging by the amount of dust on the wires! Who knows if its in conduit once it penetrates the floor! I'm guessing it's not. Wow!
Who even thinks to do this??

No its not SO Cord. I think its old RHW wire or old cloth/rag wire as some might call it.
