Raceway vs. Sleeve

So what is the difference between a raceway and a sleeve. This is in context with sleeveing a piece of NMB from a new panel and to a circuit emerging from a house. The 08 code does not allow NMB in an exterior raceway due to it now remarkably being declared a wet location. If that is so, why then is NMB allowed in an exterior panel? Nema 3R panels even have drain holes built into the lower rear corners of them. Also, what is the insulation class for the conductors in NMB. Even though they are not clearly marked per NEC, they certainly look and strip like THHN/THWN.
 
Well, the best answer I can give is that the NEC declares inside of the raceway in an area subject to rain a wet location. The NEC does not declare inside a 3R panel as wet location.

I always thought that Bob's answer to this was profound. If the inside of a panel was a wet location then the breakers would have to be listed for wet location.
