I am putting a transformer in a fire pump vault and it is feed from an outside panel, The engineer does not have a disconnect where the power comes in the vault on line side of the transformer. There should be means of disconnect in the vault right?

A general use transformer has never needed an in-sight disconnect.
Well at least not until the 2011 NEC

Is the fire pump vault a seperate building ?
If so, you might look at 225.32 to make sure the exception applies.
