Just brain storming.
We have a lighting control board built long ago by an electronic tech, he used a Schmitt trigger hex inverter IC. A 200' run of 2 cond tray cable goes to the light sensing diode on an exterior wall. I found an IC available at Newark.com, so we'll replace the bad one.
We considered the KISS (Keep it simple, stupid.) principle in the needed repair. The Crydom SS relays for switching the 9 lighting power circuits operate on 3-32 VDC, so a 24vdc power supply and a 2 wire 24vdc photo cell could have been used. (a search on the net didn't show a stand alone unit, only one part of a complete control system from Honeywell that hillbilly1 mentioned)

I think Tork makes the photo cell you are looking for, It integrates with one of their timers. Its been a while since I worked on one but it was 2 wire and 24 volts.
