code prior to 2002

I do not have the 2011 on hand, but NEC 2002 702.6 requires transfer equipment, not sure if 2011 is the same article.
In a discussion with a co-worker I say the grounded conductor does not need to be switched, only the ungrounded. He insists that in years past ungrounded and grounded needed to be switched.
 
I am not aware of any older code requirement that required the grounded conductor of a generator to be switch with the transfer switch. As far as I am aware this has always been a design issue not a code issue.
