"Its not an NEC issue, its a product standard issue". Check the UL standard, 1449 latest edition. Most SPDs will have protection in the event of a sustained overvoltage to disconnec the SPD. TV events are cummulative to SPDs, eventually the MOVs will fail, which is why you want an end of life indication.

which is why we always recommend SPD that has indications that it has already failed. several TVSS products have lights that go out when it is no longer protecting
