So you're asking when you need to use the complete setup with two pieces? The bushing portion goes on before the condcutors are pulled in. The wooden chock is installed after the conductors. When installing these is long vertical runs we would start at the bottom support box and work our way up allowing a small amount of cable to be dropped down the pipe after each chock is installed. This evenly distributes the weight on all of the support bushings.

Don't forget the thermal expansion/contraction difference either.
