EGC dilemma

I have a situation in which I will be replacing parking lot lights. Over the years the original EGC (RMC) has been lost. In most of the cases on this job, I will be able to intercept and clean the old RMC then stub up above ground into a new metallic 3R enclosure. Is there a way to restore the EGC below ground in a hand hole?

This first pic shows RMC at the top and right of this "hand hole":roll:. An above ground enclosure is out of the question as this is a handicap ramp.

In this pic you see the feed at the right(orange, black). So the two wire EGC spliced here have no path back to source. Its the thought that counts I guess.:confused:

By the way, the wire nuts are not the correct type. Need to be a wet location type. Ideal calls them Dry Con

Yeah aside from the 314.30(C) you mention, the top pic also violates 314.30 and 314.30(D). All these issues will be addressed in the coarse of our work. My main problem is UG EGC's
