I have a 800 amp service in a mall that needs to be split into a 600 and a 200 amp , can I tap the load side of the 800 amp FDS with parallel #2 conductors 40 feet long

Take a read on 310.4 first. 2 awg would not be permitted in a parallel arrangement.

Secondly, unless your conductors are located totally outdoors, I don't know of a way you can make a 40 foot tap (in the location you describe). Review the rules in 240.21.

There are very few instances where you can tap over 25'. If the conductors are outside then read 240.21(B)(5)

Remember to read the definition of "outside". All "outside" taps need not be outside (as I usually think of outside).
