Home owner instaleld new 200 amp panel. Meter is grounded outside to grounding rod. Panel inside house is not grounded. No water meter, house is on well with water being supplied via PVC from well head to interior. Does the panel need to be grounded? Are there any other areas that the panel can be grounded too?

There should be a green screw or a bar which is the main bonding jumper from the neutral bar to the panel can, if this is not present a jumper needs to be installed.

To add to Rogers post, if the water pipes inside are metallic then they need to be bonded to either the meter or the service panel.

In most situations ground ROD should be RODS,
With only one rod, unless you have 25 ohms or less resistance, you need to supplement with an additional rod 6 ft apart.

1. This would be rare around here.

2. 1 rod or two. Also rare would be testing for 25 ohms or less in a resi app.

The panel may be grounded by the Service Neutral per 250.142(A). The neutral must be sized at least as big as 250.66 indicates, and a Roger said, the Main Bonding Jumper needs to be installed in that panel.

The ground electrode is permitted to be attached to the service neutral anywhere between the main disconnect and the service delivery point. The meter is a good place to do it, but many areas don't allow a GEC to be in a meter can because they consider it inaccessible.
