Ground rod 25 ohms to ground

When a single rod does not register 25 ohms to ground, does adding a additional rod still require a ohms test ?

Not per NEC, in fact no testing is required if you drive a 2nd rod. But because your post implies you did testing already I wonder if you have another spec besides the NEC requirement you are required to meet. How did you determine your 1 rod was >25 Ohms?
