Point of attachment of weatherhead on the house is 12'5". As long as I maintain that height,am I responsible for what the Height of the POCO's service drop ends up crossing the driveway at?

I think you are responsible to establish a point of attachment that will keep their lines up to a specified height. We are not responsible for the poco lines per NEC however they may refuse to hook it up if your attachment point doesn't give them the clearance they require.

When that happens here, the question becomes "who is going to pay for the pole added to maintain the correct height".

i would ask a couple questions how far is the span and what type of structure is it a mast service may be needed to keep the clearence
