Lighting Override

I received a building dep. comment stating " Automatic lighting control shall be capable of overriding any time of day scheduled shut off for no more than 4 hours" This is a very small tenant with only 2 circuits on a timeclock. Is there any cost effective way to achieve this? I don't want to spec a 1,000 dollar relay panel for 2 circuits. Occupancy sensors will not work well in this case. I have found timer switches that override, but they do not turn back off within 4 hours.

Also a momentary switch controlling an on or off delay timer controlling a simple two pole contactor, a little more than a twist timer, around $150, but cheaper that the $1000 relay panel.
