To clarify, in the 2007 version this code requires "elevator electrical equipment" to be NEMA4 if below 48". The 2004 version required "all electrical equipment" to be NEMA4 if below 48". My interpretation is that the 2007 version was intended to only include elevator components, where 2004 included all electrical equipment (lights, switches, receptacles, etc.). However, I think some jurisdictions will take the more strict interpretation and require all equiment to be NEMA4, rather than just elevator electrical equipment as is stated in 2007.
